FinCap Alpha aggregates congressional stock trading data from publicly available sources required under the STOCK Act (Stop Trading on Congressional Knowledge Act, Pub. L. 112-105).
1.1 House of Representatives
Financial disclosure forms filed by members of the House of Representatives are maintained by the House Clerk's Office and are publicly available. These disclosures include:
- Periodic Transaction Reports (PTRs) filed within 30-45 days of transactions
- Annual Financial Disclosure Statements
- Public databases maintained by the House
1.2 United States Senate
Financial disclosure forms filed by Senators are maintained by the Senate Select Committee on Ethics and are publicly available. These disclosures include:
- Periodic Transaction Reports (PTRs)
- Annual Financial Disclosure Statements
- Public databases maintained by the Senate
1.3 Third-Party Aggregators
We may also utilize third-party data aggregation services (such as Apify) that compile and normalize congressional trading data from public sources. These services:
- Scrape publicly available government databases
- Normalize data formats for consistency
- Aggregate data from multiple sources
2. Data Collection Methods
We collect data through automated processes that:
- Access publicly available government databases
- Parse financial disclosure forms and reports
- Extract transaction details including ticker symbols, dates, amounts, and transaction types
- Normalize data into a consistent format
- Store data in our database for display and analysis
Update Frequency: We update our database periodically (approximately every 6 hours) to capture new disclosures. However, there may be delays between when disclosures are filed and when they appear in our Service.
3. Data Limitations and Disclaimers
Important Limitations:
- We rely on publicly available information and cannot verify the accuracy of original filings
- Not all transactions may be required to be disclosed under the STOCK Act
- Disclosure requirements vary by transaction type, amount, and timing
- There may be errors or omissions in original government filings
- Our data aggregation process may not capture all disclosed transactions
- Data may be delayed due to processing, aggregation, or technical issues
